La Liga President, Javier Tebas, is adamant about enforcing strict financial regulations for next La Liga season with Barcelona signings getting crushed in the process.

Tebas has said that Barcelona will not be permitted to spend any more than what their financial resources allow and has also admitted that the consequence of the ongoing COVID-19 pandemic will be heavily felt by the players as their wages are to be cut.

ESPN sources claim that the Catalan giants can remain optimistic as they believe the club will still manage to construct a valid deal for major targets such as Lautaro Martinez and Neymar, while their interest remains with regards to the signing of Miralem Pjanic.

"“We have seen the cash flows for each club and right now they have squads which exceed the [financial] limits we will establish for next season,” President said.Source"

Tebas also said that clubs that have already exceeded their financial means will suffer the consequences in these harsh financial times caused by the coronavirus. For the future, however, these types of transfer will not be possible and the only way to ensure transfers beyond the limit would be to reduce the player wages offered at the club.

"“That brings consequences. Clubs are going to have to look at their academies and come up with a strategy to reduce salaries. There’s no other solution. Transfers that exceed financial limits will not be allowed — impossible.” Tebas continued."

La Liga clubs are forced to work under a certain financial cap since 2013, where each team is limited to a certain amount that is based on multiple factors ranging from their expected income to the average amount of incoming transfers (player sold) over the past 3 years.

Barca had a limit of 671 million euros set for the 2019-20 campaign, which was to be spent on player/manager wages, their academy, transfer fees (including player and their agents), and affiliated clubs. Meanwhile, Real Madrid’s cap was set at 641 million euros.

The amount was based on Barca’s estimated income of over 1 billion euros for the current campaign. This expected amount, however, will go for a toss as a result of the shutdown faced by all sports due to the ongoing pandemic.

ESPN estimates that the Spanish giants will lose 200 million euros from their next budget cap, which will directly impact the player wages next season. The footballers at Camp Nou have already accepted a 70% wage cut to support the club and their employees but they face a long drought as their salaries will remain low until the club recovers.

Tebas, last month, stated that Barca does not have the means to finalize Lautaro Martinez and Neymar, and that the two massive names simply cannot be the club’s priority this summer.

Blaugrana vice president, Jordi Cardoner, claims that the club will be more creative in the next transfer window with aims of securing their targets through swap deals as evident in their negotiations with Inter Milan and Juventus.

Tebas insists that there will be no cash flow between clubs and strict monitoring will be done to observe each club’s transfer operations.

"“There will be a lot of exchanges between the top clubs. They fix their accounts but there is no cash flow. They save on the numbers but there is no cash. We’re keeping an eye on these operations because they don’t generate money. For that reason, our controls are based on cash flow, on the money you have in the bank to be able to fulfill your obligations each month.”"

Barca fans should be aware that the club plans to allow every possible player in negotiations except the three untouchable at the Nou Camp – Lionel Messi, Frenkie de Jong and Marc-Andre ter Stegen.

The signing of Lautaro and Neymar will surely have to include multiple Barca players in order to reach an agreement with the player’s respective clubs.
