He confirmed that the Brazilian did, in fact, want to move back to Spain in 2019 however, with the current financial state of the club, the Catalans can no longer afford the player.

According to Spanish news outlet, AS, Rousaud has put all the Neymar speculations to rest. In a recent interview with the aforementioned newspaper, the presidential candidate spoke about the Brazilian winger. He mentioned that back in 2019 it was a possibility as both the parties were willing but now it is no longer possible.

After PSG’s match against Manchester United, Neymar spoke about his desires to play again with Messi but this time in the French capital. Rousand confirms this as they have been in touch with Neymar’s representatives and the player wants Messi to join him at PSG.

"“We have been in contact with Neymar’s people and he made comments which someone interpreted as meaning he wants Messi to join him in Paris,” Rousand told AS“What Neymar was saying is that he wants to come back to Barcelona – like he said in the summer of 2019. Right now, we cannot pay his transfer fee so it will be at the end of his contract.”Source Goal"

The presidential elect’s sentiments are quite true, as Barcelona just does not have the funds to buy the player and pay his wages. They must wait until his contract expires. On the other hand, Lionel Messi might also be on his way to Paris as he and his family might find France more appealing than England.

Messi will also have to take a big pay cut if he wants to continue in Spain as the club will have to cut many enormous wages in order to avoid bankruptcy. However, Rousand seems optimistic that Messi will comply as the six-time Ballon d’Or winner seems more interested in winning trophies than earning money.
